A lot of uzbekish singers have russian roots and Turkmenistan is theoretically still able to take part Syria won't be allowed again due to their political situation and same goes for

Turkmenistan has a tiny bit of territory in Europe

As for political situations, agree with Iraq and Syria but Iran isn't as bad
