I'll share my point of view on some questions here:
I'm personally not a fan of having semi-finals here, and I'm pretty surprised a clear majority doesn't want them either. For me especially as it slows the contest down quite a lot. I know it from hosting WWWSC, in the last two years WWWSC has had around 17 editions while Retro WWWSC has had 39 meanwhile, so more than twice as many. Of course Retro WWWSC wouldn't suddenly get 50 participants, Second Chance Round and all that, but it would definitely become slower and also more work for the admin, who's only one here. In the end this is Laurinda's decision if she can or wants to handle two rounds in one edition.
If people don't want semi-finals (and thus a limit of participants, unless we have a super huge final with approx 35 people , not sure if that could be an option?), then the first come-first serve is for me still the best system, and again I'm surprised (and also a bit relieved) that a clear majority also voted the same here, especially as we had quite some comments and discussions over this method the last months.
So if not everyone can participate in one edition, I find it fair to give these people who missed out a chance to get a safe spot in the next edition. Meaning I'm in favor of the current system overall. And as there's no majority for a rule change in any of these issues, I wouldn't see a reason to have a change here.
But In the end Laurinda has to decide what is the most convenient system for her and there are pros and cons for everything.
About the timezones: I'm afraid this is a riddle that can't be solved, impossible to find a solution that's fine for everyone. Generally the times we had so far should be kept imo, as most players are from the European timezones and also the admin is, who has to open the thread and manage the submissions. Also from my impression many/most non-European players usually get a spot too, so far. Perhaps there could be a compromise by switching the submission times regularly, so for instance once in the afternoon, then evening, then morning and again afternoon... In any case it should be fine with the admin though.
I considered the "only weekends option", but I'm not sure if that's generally better. Often people go out, sleep longer, make trips or free time activities on the weekend and thus might not be online either. It's different for everyone, I've seen that sometimes more people join our Togethertube shows on a weekday than on Saturday night for instance. Also if one edition stops on a Monday, should we really wait 4 or 5 days then to start the next submissions?
If anything else comes to my mind, I'll post it later
