In the event that someone steps down as HoD, their country will be put up for a draw in a separate thread. The draws function like NVSC - the existing HoDs and the next person on the waiting list can enter. The results of the draw(s) will be revealed 2 days before confirmations close. (The winner of the draw will not receive a strike if they fail to confirm on time)
If a HoD is forcibly removed from their position (i.e. gets three strikes), the draw for their country will open the day after the final results.
Anyone who got a strike last edition will receive two if they are penalised this edition
No approval is required for entries. You may start a national selection but keep in mind that there is a 5 song limit.
Confirmations/withdrawals close Sunday, June 20th 23:59 CET

Rules –
1. This contest has permanent players. Once you claim/draw a country, it's yours until you leave or swap. When the contest becomes full, all countries will have a draw when they become free.
2. You can select a song from any year
3. Covers are allowed as long as they haven't already competed
4. In order to compete for a country, an artist must have…
a. been born or raised there
b. at least one parent from there (grandparents are not enough)
c. lived there for at least 3 years (if they are currently between two countries, they are considered eligible)
If your artist doesn't fall under category A, and they have a stronger connection to another participating country, the HoD reserves the right to veto the entry
For groups at least 50% of members (or at least the lead singers) must have a connection to the country
4.1. Borrowing -
- A song can compete for a country if at least one of the composers and lyricists are from that country.
- Ireland can borrow from Northern Ireland (they can also compete for UK but that goes without saying)
- Ethnic minorities can compete for the country of their mother tongue, unless they come from a multi-lingual country (e.g. an Italian speaker from France can compete for Italy, but an Italian speaker from Switzerland cannot (unless they also have ties to ). Approval is not required but if the country they come from is participating, the HoD can veto it.
Last edition someone pointed out a loophole in this rule, so I've added that they must be from a neighbour of the country they're participating for
5. National selections are allowed but they can only have up to 5 songs. You may re-use songs in future selections. It is recommended that you time-stamp the videos to the recap spot.
6. A song cannot take part if it has competed in…
- (Junior) Eurovision
- (Junior) Northvision (unless it was an NQ from before 2018/edition 24)
- Any forum contest in the last 6 months (based on confirmation date) (this is to prevent songs that aren’t overused at the time, but become overused by the results) (exceptions will be made for songs confirmed up to 3 days earlier - unless it's for Northvision or Fantasia)
- 3 or more forum contests
7. You can sing in whatever language you like, but if you send a song in a language other than English or an official/regional language, the artist mustn't have a strong connection the country (e.g. Ewa Farna can't sing in Czech for Poland). This doesn't apply if the majority of the lyrics are in English or an official language (e.g. Stella Mwangi can send a song with some Swahili lyrics for Norway)
8. Each player must give and - to their top 10 (the voting system pre 2016)
9. Penalties -
One strike -
Not confirming/withdrawing on time
Not sending an entry on time
Not voting without reason. Replacers will vote on their behalf (if replacers cannot be found, the votes of two other players will be combined together).
Starting a national selection with more than 5 songs. (The selection can carry on but only on the first offence)
Getting a strike two editions in a row will result in an additional third strike
Three strikes -
Cheating once
Permanent ban
Cheating more than once
If a player with under 100 posts gets a strike, they lose their country (I made an exception for valkory last edition due to the unusual circumstances). All other players lose their country after three strikes.
10. If there is a tie, there will be a countback. The song with the votes from the countries has the advantage, then the most 12's, most 10's, etc.
11. HoD's may enlist a Co-HoD. It functions the same as Northvision - the Co-HoD(s) make up 50% of the country's votes and can organise national selections, but only the main HoD can confirm/withdraw and post entries. Unlike in NVSC, a Co-HoD can send replacer votes on behalf of their HoD.
12. If the contest becomes full, a waiting list will be introduced. The WL will have a points system - every time a user submits replacement (or Co-HoD) votes, they get a point. Users with more points will be higher on the WL.
