Should Micro-Nations borrow from regions?

Looks like I may be a bit too late? But anyway


I propose each for the following nations:
Andorra can borrow from the whole of Spain OR Catalonia region. 
Luxembourg can borrow from the whole of Belgium, OR Rhineland-Palatine OR Lorraine. Now it won't be Netherlands anymore, so there has to be either France or Germany!
San Marino can borrow from the whole of Italy (no changes there)
Liechtenstein can borrow from Austria or Switzerland - Like Fabbi said it seems Liechtenstein is more attached to Switzerland or more close.
Monaco can borrow from the whole of France, or the region of Provence-Alps-Cote d'Azur in Southern France.

The only real difference are for Liechtenstein and Luxembourg lol. This rule is getting more and more weird, it would be better, if they could only borrow from some regions and not from the whole country. I mean, Monaco isn't close to Bretagne (France) but it can borrow from there. Luxembourg isn't close to Berlin, but it can't borrow. Where is the sense ?

Yes because:

Monaco has a lack of singers. And the province they neighbour has singers, but it seems more likely a French person would represent Monaco!

Luxembourg - I never said the whole of Germany I have the whole of Belgium. And that has to be discussed whether or not it's Germany or France.  But if it was Germany, only that region!
