Now that we're coming closer to FSC #40, it's time to announce some things about the Format of this edition: 

1. As the theme of the edition already suggests, every country participating in the Eurovision Song Contest will be forbidden to use. 

However, there are two exceptions:

3. Unrecognized territories or countries are unusable to for obvious reasons. 

4. Every country is Asia, Africa or South America (+ Mexico) are allowed. 

5. Only artists coming purely from their country are allowed. Roots aren't enough again. 

It means that, for example Nico & Vinz wouldn't be accepted for Ghana or Nigeria like they were in #39. 

6. This rule is probably the most important and the most unpredictable, so please read it well, thanks. 

Both of the admins agreed that this editions was meant to be original, so that only unknown artists and songs would be allowed to compete. 

That means that when you'll send your entry to Phil (or through YT) a little research will be made in the Song Contest Wiki. If it appears that an artist or a song is overused,  

the entry will be declined and the player will have to change it. 

However, the point is not to send a song that never competed ; if it did only a few times, there's no reason for the entry to be declined. 

(For the ones who take part in NVSC, the system is going to work in the same way).

What about the Faroe Islands? They've been accepted in the past, will they now?

I think yes for both, as:

- Faroe Islands is in the "micro-state" category
- French Polynesia is independant from France (not a region, state or sth)

I have another announcement to make.

The admins have been discussing about the long inactivity of mlebacc14 and Carlos Robinson (the latter didn't answer to many reminders on YouTube while being active on YouTube and following the NVSC videos).

So we both decided to delete the spots of these two users. They can join the contest again later, but they'll have to go through the waiting list.

Sel and Bas , you are first on the Waiting List. Do you still want to have these spots ?

I want Taiwan(if its enough independent.) as I found something from there and was told the artists are from there but I don't know them actually.

And in case it won't be allowed I 'll take an African country (not sure which one)as I foound some great songs from that continent.

Is British Antarctic Territory allowed (I only saw rules about US, Canada and Australia territories, so are British territories allowed?)
And, aren't Oceanian countries (except Australia and New Zealand) allowed?

And yes, my artist is really from there, so no borrowing.

If it is declined I'll look for music from countries which have no entries mentioned in the song contest wiki
