Well you CAN vote if you have for example the German broadcaster's phone number but calling from a foreign country is more costly  I dont think they will count such votes at Eurovision, e.g. people from Azerbaijan could vote for their own country with the German number?  I think it is possible  How would they locate the votes if they call the number?  |

That's the point: In Bundesvision they can't manage to do different numbers for each state. You can call from wherever state you want and vote for whatever state you want. For example I could call from Saxony (e.g 06) to Northrhine Westphalia (e.g. 09) |

They can because they always see which network you're using If it's e.g. Telia Sweden they see the votes come from Sweden I guess |
