because in great part it's not voting for neighbours, it's people from neighbouring countries ( for , for example) voting for the country they came from.
On the other hand, neighbouring countries may also have a strong cultural bond, their representatives might be known and loved, which would obviously help to gain some "neighbour points".

Yeah all right I wouldn't vote for Belgium either when they would've an entry I don't like as in the past 2 years.

But I think it's also a case of nationalism. I see it more happening in Balkan or Eastern European countries then here in Western Europe.

And at least in Germany, all the Eurovision artists (from us and also from other countries) are pretty unknown... The only known artist of 2014 is maybe Conchita
