I mean that if we have 2 entries in the final how are we going to give 1-8, 10 and 12?
How many countries will pass from the semi-finals?

Votes do not come from vote countries. The votes have nothing to do with the countries.
It's like in OVSC.
The are 10 countries in the final from each semi final.
It is complicated but it does work!
