I have some comments about your rules. First of all, I think that Andorra should be allowed to borrow artists from France because : - the President of France is one of the two co-princes of Andorra ; - French is spoken by a large part of the population (with Catalan - the official language) and Castillan).
I also think that Luxembourg should be authorised to borrow artists not only from Belgium but also from the Nethelands: Luxembourg has strong historical links with both countries.
I also see that covers are not allowed, but this is not always easy to see, especially when the language has changed. What if the cover is discovered during or after the contest? Let's see some examples: - Sometimes you are lucky because the original song is so famous that you recognise it in any language (example: "Tik tau" by the Pop Ladies is the Lithuanian version of "Satellite" by Lena).
But it's not always so easy: - Almost everyone in the USA believes that "My way" is an original song by Frank Sinatra but everybody in France knows that the original song is "Comme d'habitude" by Claude François. - Almost everyone in France believes that "Paroles, paroles" (in French) is an original song by Dalida but everybody in Italy knows that the original Italian version was "Parole, parole" by Mina. - If you don't know the song "Non c'è" by Laura Pausini (1993...), you have no chance to know that "Da znas" by Vesna Pisarovic (2001) is actually a cover.

Tbh I don't think Luxembourg should borrow from the Netherlands as the only thing we have in common is the Benelux and that Luxembourg was once part of the United Lowlands of the Netherlands. (They broke free from it with the help of Belgium) Belgium is much closer to Luxembourg so its more realistic if the can only borrow from them. (I do think that unknown artists in the regions around Luxembourg (France and Germany) would be just as realistic)

Tell me please. The NSC has a peg to the countries? Or who has time, he will take and the country? Wat Sorry for my English. I mean that the country is not assigned to a specific party. And at the beginning of the competition, you can choose any free country? I think now I have not explained anything

Tell me please. The NSC has a peg to the countries? Or who has time, he will take and the country? I will try to answer this No, the countries do not have pegs. This is an online song contest, not a washing line. I don't know who has time - depends on who you ask, and if they have exams/jobs/other real life crap at the moment. To take (a country) you will need to join the waiting list and wait a few years for one to become available I really hope this was helpful
