If you mean that your comment is a reason, why Latvia has dropped it's average rating, then definitely that's not the case.

+ the more people vote, the lower (most of the time) the score gets... just look at the number of votes - = 57, = 68, = 59. If the amount of voters would be equal, then mayeb we could figure some reasons, because you don't know, how would extra 11 people (for Italy 9 people) vote - maybe they would downgrade Latvia and Italy even more, while there's also a possibility to go the other way round and maybe after that France would be 3rd... just my thoughts...
