If I understood right, then it's basically "No artist that has ever experienced a Wwwsc final"? No! Because those artists who haven't even taken part in the contest (and thus haven't experienced a WWWSC final) would also go under your generalization of the rules. There is one rule that clarifies this - "You can only submit a song from an artist who has failed to qualify in all their attempts in the contest." Those who haven't taken part in the contest haven't failed to qualify, because they haven't even participated! So next time be careful with your generalizations, because you might miss an important part of the rule

2. Can someone who has already qualified be a featured artist in someone elses song, or it counts as a duet?

Exactly, if you want to submit a band, all of its members might have failed to qualify as solo acts (if they’ve taken part as solo acts before) or the whole band itself must have failed to qualify before. 2. No, the featuring artists in an entry must include at least 1 artist who’s previously failed to qualify in all their attempts and the rest of the band or the other artist in the case of a duet must have either not participated before or if they have participated, they must’ve also failed to qualify.
