Taken inspiration from Aless' former contest, Stjärnfestivalen, another Melodifestivalen-inspired contest is coming to SCF, Världsfestivalen (Translation (Swedish): The World Festival). In the first edition, 32 countries from around the world will participate across four heats, a second chance round and a grand final to battle it out to become the Världsfestivalen champion.
Participation:
Due to limited number of participants per edition, participation is not on a permanent basis, meaning you'll have to confirm your slot every edition. This will be based off a 'first come first served' basis and therefore when all slots have been filled, they will be a waiting list.
This also means they are no permanent countries, meaning you'll be allowed to change your country every edition and you have to re-claim your country if you wish to keep it the following edition. Therefore, bare in mind, if you attempt to re-claim your country but someone else takes it before you, they'll have priority and you would have to pick another country.
Users on the waiting list will only participate in the same edition if one of the participants decides to withdraw prior to the entry reveal deadline. Please bare this in mind that the first five waiting list users who vote in the grand final will only be guaranteed a place in next edition.
Format:
Heats (x4) consisting of 8* countries, two* will directly qualify to the grand final, two* will go to the second chance round and the rest will be unfortunately eliminated. (Voting System: 12, 10, 8, 6, 4, 2, 1 & 0).
Second Chance round will involve the 8 second chance acts battling it out for the four remaining spots in the grand final. This will be either done by a set of four duels or a whole show consisting of 8 acts competing against each other. (Voting System: Poll-based duels or 12, 10, 8, 6, 4, 2, 1 & 0). The type of second chance show will be decided randomly every edition via a random generator.
Grand Final: All remaining acts (12*) will battle it out to be crowned the winner of Världsfestivalen. (Voting System: 12, 10, 8, 7, 6, 5, 4, 3, 2, & 1). The top 3 acts from this edition will automatically qualify (AQ) to next edition's grand final and will automatically participate in the next edition (therefore, edition 2 will have a maximum of 35 participants). In event, one of the top 3 does not wish to participate in the following edition, the AQ will be handed to the fourth place participant of the previous edition. AQs will also have first choice when claiming countries next edition.
* Please note, depending on how many people confirm this edition, minor adjustments are likely to be made to the number participants/qualifiers in heats and the scoring system. Any changes to the format based on participant count will be notified on the confirmations closed post.
Additional note, when there is an extremely high demand for participation in this contest, participant numbers are likely to increase and this means adjusting the heats and voting system. There'll be a notification if this does happen.
Countries:
All 193 UN member countries (excluding the United Kingdom) are allowed to participate as well as
• Åland
• The American overseas territories of American Samoa, Guam, Northern Mariana Islands, Puerto Rico and US Virgin Islands
• The British countries of England, Scotland and Wales ( Northern Ireland will not be able to participate, but Ireland is allowed to use Northern Irish acts).
• The British overseas territories of Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Falkland Islands, Gibraltar, Montserrat, Saint Helena, (including Ascension Island & Tristan da Cunha) and Turks and Caicos Islands.
• The Channel Islands ( Guernsey and Jersey) and the Isle of Man.
• The Chinese special administrative regions of Hong Kong and Macao
• The New Zealand associated countries of Cook Islands and Niue.
• The Danish overseas territories of Faroe Islands and Greenland.
• The Dutch overseas territories of Aruba, Curaçao and Sint Maarten.
• The French overseas territories of French Polynesia and New Caledonia.
• Kosovo
• Palestine
• Taiwan
• Vatican City
Borrowing Rules:
The following countries can below can borrow. Please note, you can only borrow from a country if the country you are borrowing from has been claimed already.

Liechtenstein from Austria or Switzerland
Palau from Japan
Vatican City from Italy
Artist and Song Rules:
1) All artists must have a decent connection to the country they are representing. The connection can be however small or big you would like. However, please do not take the mick and send artist for a country they have visited on a small vacation (3 weeks or less) for example - if you do this, your entry will be denied. Please provide proof of your artist's connection to your chosen unless if it is obvious.
2) Only countries mentioned in the borrowing rules above can borrow, nothing else. Again, you can only borrow from a country if the country you are borrowing from has been claimed already.
3) Artists can only be sent once per edition (including band members and featuring artists). Artists are based on a first come first served basis.
4) Entries do not need to be approved by myself first, you are allowed to post your entries on this thread. If you are unsure if your entry will be approved, you are more than welcome to message me about this for clarification.
5) There is no rule concerning the genre, age or length of the song.
6) Previously participated songs are obviously not allowed to be sent.
7) You must provide a YouTube link and a 30 second time slot of your entry. Recaps will be made via Recap.Tube.
8) Songs which has participated in (Junior) Eurovision or any of its spin offs such as the American Song Contest, Türkvizyon and the proposed Canada Song Contest cannot be sent. National final songs can be sent, when the national final has finished but are not recommended.
9) Deceased artists are allowed to be sent.
10) Famous and well-known artists are allowed to be sent. However songs which are over 100 million streams/views on Youtube and/or Spotify will be denied.
11) Originality is recommended but not required and hence there is no rules concerning how many other fan contests the song has appeared in.
12) Following SCF's Zero Tolerance Policy (ZTP), artists who are deemed discriminatory without showing accountability (for example, racists, homophobes, transphobes, ableists, those who are pro-genocide etc) will be denied. This will be evaluated on a case by case basis. For example, please be careful when selecting entries from the countries of Belarus, Israel, North Korea and Russia, as artists who vocally support the government's actions (e.g., genocides, invasions) of these countries will be barred from participating in Världsfestivalen. For example, Polina Gagarina will not be allowed for Russia due to her vocal support towards Putin and Noa Kirel will not be allowed for Israel due to her vocal support towards the IDF.
13) Following, the ZTP, songs containing hateful messaging, extremely vulgar language and propaganda will be denied.
14) Due to their complexity, national selections are currently not allowed to be hosted. If there is demand for them, they may be considered in the future.
Voting Rules:
1) All participants are required to vote in the heat they are participating in, the second chance round (if they are participating in it) and the grand final. Failure to vote in the heats, second chance (if participating in it) or the grand final will result in the participant's country placing last in the round they failed to vote in. Not voting in the heats and grand final will also disqualify the user from the participating the following edition. However, if the participant fails to vote in the heat, they can appeal their disqualification if they vote in both the second chance round and the grand final.
2) Non-participants in the edition must be on the Waiting List to vote.
3) Cheating, such as bloc voting, tactical voting etc is forbidden and will result in severe consequences.
4) Crossvoting is allowed in the heats but will be scaled in a ROTW styled vote. Non-participants (Waiting List) who choose to vote in heats must vote in all four heats for their votes to count.
5) Countries who are participating in the edition, but not the second chance round, are allowed to vote in the second chance round. However, their votes will not be scaled.
6) If duels are selected for the second chance round, then voters must vote in all duels for their votes to count. Participants in the second chance round cannot vote in their own duel.
8) Non-participants (Waiting List) can vote in the second chance round, but their votes will be scaled in a ROTW styled vote.
