It's probably okay but I'm not sure if it would totally block political voting.
maybe... what is sure it's that if for example a geo-political country receiver as..

Points.With that formula, Moldova is 1st in Televote and 10th in Jury. 1+10= 11th and that knocks out
Moldova from Romanian pointing ;DFrom what i read, I think by rank it means points, so
Moldova would still get points. So instead of saying 11th rank it would basically be 11 points. Just because it says 11th doesn't mean it would be ranked 11, i think it just means it has 11 points. So the country with the lowest amount of points would get the overall 12 points and then the country with the 2nd lowest amount of points would get the overall 10 points and so on 
= 1st & 4th = 5 points
= 10th & 1st= 11 points
= 2nd & 2nd = 4 points
= 20th & 22nd = 42 points
