The current count of confirmed countries is going brilliantly! 37 countries have intentions for 2013, with still until December for all to decide upon participation. If a miracle happens, we could reach 44 participating countries. with...  Cyprus  San Marino  Portugal  Montenegro  F.Y.R. Macedonia  Latvia  Italy Still pending on confirmation. |

Unfortunately not yet, it's not an "Official" confirmation regarding Greece.

The confirmation time is much earlier than previous years, it's to mainly avoid countries being fined on late withdrawals...so December seems reasonable.
Most countries that have opted out, either have issues with finance,no interest or racial issues so they choose not to participate.
