Well the head of RTCG said along with their 2012 return: "On 20 November 2011 the head of RTCG revealed that Montenegro would participate in the 2012 contest to be held in Baku; he also went on to say that he saw Montenegro at every Eurovision Song Contest to come." - Head of RTCG.

But the withdrawl in 2010 was due to financial difficulties, and the Montenegrin hopes probably aren't high after 2012

No Azerbaijan and no Belarus, due to problems in human rights. No Greece Because of financial restrictions. Potugal, Montenegro, Cyprus, San Marino will be back Poland has already confirmed they will be.

I say Greece have more chance than Cyprus.
Poland best decide soon, hope it's a return. October is almost over.
