My few opinions: Liechtenstein have tried to debut on various occasions now especially in the past three years but its all because of lack of funding they've been unsuccessful in their attempt. Lebanon was set to debut in 2005 then suddenly pulled out of the contest because of the Lebanese Government had a ban of televising Israel. Now given the circumstances of their neighbouring Syria, I don't think Lebanon will be joining for a while. the Faroe Islands sadly can't join because they can't obtain a full EBU membership; they're still not a fully independent country and are part of Denmark - Hence why one of the singers in DMGP this year was Faroese - Kristel Lisberg. They've made an application since 2008 for a licensed membership which is apparently still in pending, once its decided that they get a full EBU membership then Kazakhstan can enter the ESC. China was denied a "special guest" place in 2016 by the EBU. I don't think in the near future that China would be full member or associated member of the EBU. Kosovo in my opinion seems most likely to be next in line to join the Eurovision Song Contest. They've been given access to send an entry in 2011 to Eurovision Young Dancers. All that needs to happen now is for the Kosovan broadcaster to be recognised by the International Telecommunications Union and they will then be able to fully apply for an EBU membership. They already have a plan on how they will choose their entry etc.

Scotland can't into independence... Kazakhstan can't into Europe... Kosovo can't into recognition... Qatar... Liechtenstein can't into money... No one will debut, but I would like Liechtenstein or Kazakhstan

To my knowledge is Liechtenstein a rich country.
I'd say Kazakhstan or Scotland are next to join. And I don't see Qatar participating anytime soon.

Their broadcaster doesn't have enough money to join EBU.

If they send entries similar to Izin Korem, then I'd love to see debut at the contest. I also think that the independence of is likely at any time within the next 20 years, so they are a possibility too.
