RSC Official Rulesbook & Strikes
Rules:
Countries:
From this edition and on, all participants will get their countries from me and @theflyingshrek Randomly.
A participant which finishes in the top  , has to stick with his country for one more edition.
Artists:
The Artist must be at least 16 year old when the song was released.
The artist must be at least 50% related to the country he represents.
Rules for Strikes:
Not Voting on time (without letting me or @theflyingshrek know) = 1 Strike
Not Confirming/Withdrawing = 1 Strike
Not Posting Entry on time = 1 Strike
Cheating in a NS = 2 Strikes
Cheating in voting = 3 Strikes
3 Strikes = Ban For 3 editions
National Selections:
Every Country is Welcomed to host a National Selection!
The number of Songs in a NS is unlimited and the same artist can be used more than once in a NS.
The same song can be used unlimited number of times in NS's for the same country till it wins.
Approval:
All entries must be approved by the council in order to participate.

ADDING OF A NEW RULE
From today on a new rule will be added to the rulesbook, the 'overused rule'.
RULE:
'Songs which participated in 6 or more contests on the forums are forbidden to participate. '
EXPLANATION:
1. It says 'on the forums' because it is easier to check that way
2. This does not mean the songs have to be sent for approval, but if you post an song, this rule applies to, on the confirmation thread as your entry, you will be asked to change your song. If you don't, you won't participate in that edition.
3. The rule applies in edition #2 already
REASONS
1. Record Song Contest is a random countries contest, meaning you get countries, (in the best case) whose music industry isn't familiar to you, and you have to search for songs you like. If you get a country, you're unfamiliar with, and just send a song you know, that did well on many other contests, this isn't the sense of a random countries contest. (That does not mean, you are forced to search, if you know a song you want to send, and it isn't overused, this is completely okay)
2. Many overused entries last edition
3. Complaints by you, the players
If there are any questions, feel free to ask them.
Maxim will soon start the polls about the withdrawing and debuting countries so you won't have to wait long for news about RSC!

Information About The Withdrawing Countries As you know, every edition new countries are suppose to debut/return to RSC, and some participating ones are suppose to withdraw.
Here are the conditions to make a country withdraw automatically:
1) Countries which finished on the "bad side" of the non-qualifiers twice in a row.
2) Countries which didn't qualify 3 times in a row to the Final.
3) Countries which didn't reach the top 15, 5 times in a row.
4) Countries which didn't reach the top 10, 10 times in a row.In case the number of the participating countries is higher then the number of the participants, there will be a poll with countries under the following conditions and the countries which will get the lowest number of voters will withdraw as well.
Here are the conditions which these countries "need" to enter the poll:1) Countries which finished on the "bad side" of the semi-final in the current edition.
2) Countries which didn't qualify twice in a row.
3) Countries which didn't reach the top 15, 3-4 times in a row.
4) Countries which didn't reach the top 10, 5-9 times in a row.
ADDING OF A NEW RULE Rule:
'Songs which were released before 2010 are not allowed.' Reasons: 1. It makes the contest more realistic. 2. Most of the songs which were released before 2010 either have a bad quality video or don't have any at all.
