The
Algerian HoD has finally decided to reveal the format of AR #2, after some time of deliberation.
You can see below how the selection will be organized:
1st step: Foreigner Final
This edition, 3 African songs will compete to take part in the Algerian NS. A poll will be opened and everyone will be able to vote for his favorite. The song with the most votes will become our Foreign Act.
2nd step: Semi-finals
Canal Algérie has finally decided to introduce Semi-Finals to the selection.
10 songs (9 Algerian entries + 1 Foreign Act) will be dealt into 2 semi-finals (5 songs each). 2 songs will qualify for the final, 1 song will go to the Second-chance round and the 2 last ones will be eliminated.
Voting will be in Eurovision Style, by giving
, 
, 
, 
and 
; everyone will be able to vote, but the NBU non-members will count as Rest of the World votes (Associate members such as 
USA, 
Mexico are considered as NBU Members).
3rd step: Second-chance round
The two songs that came 3rd in their SF will compete in the Second-chance round. Everyone will be able to vote in a poll for his favorite.
The winner will be qualify for the Final !
4th step: Final
5 songs will finally participate to the final: 4 coming from the SFs, and one from the Second-chance round.
Anyway, the voting here will be more complicated here ; there would be three kind of voters:
1. JURIES:
6 countries will choose a professional musician that will rate the 5 songs from 1 to 100.
- Every NBU Member can apply to be a jury.
- Voting in numerous acts of the selection increases chances to become a jury ; in case of tie, the juries will be selected on first come - first serve rule.
- Each song will be given the average of the marks the 6 juries gave it.
e.g: A song gets these marks: 43 - 72 - 39 - 67 - 95 - 28
It'll get 57 points for the final.
2. TELEVOTERS:
10 countries will open their lines and let people vote for their favorite songs.
- Everyone can apply to be a tele voter as well (specify in your application who you want to be).
- Voting system is the same as the Semi-finals one.
- Votes from each televoter will quite simply be added to the Jury total.
3. ALGERIAN JURY:
The Algerian jury will give his votes for the first time and give 
, , 
, and 
to the songs. It's like the votes of 5 televoters.
These points will be added to the total of each song.
The song with the most points will represent in NVSC 09.
