Less participants in the Semifinals

As IMF #15 reaches the number of 54 participants, I wanna discuss this topic with you here. When I banned the out-of-europe-countries, my goal was to have less participants. It worked for IMF #13 , I lost 15 countries. But in IMF #14, the number already grew up and stays at 54 right now. This is too much. As having 26 finalists (6 automatical qualified), 20 countries from the Semifinals will join. That means , by having 54 countries, 54-8=48/2=24. 14 countries from each Semifinal would be eleminated, in total 28, even more than the actual finalists, and that's not a good concept for the future So, the perfect number is 46, having 6 pre-qualified countries, makes 40 Semifinalists, 20 in each Semifinal, 10 qualifying , gives you a 50% chance of qualifying. But how can this number of 46 participants be reached? And that's what I am asking to you right now. How? You can discuss about this and suggest ideas here. There may be a poll if there are several ideas.

That may be a solution for now, but when they got replaced by forum users? What then?

You probably cant. You could only make the last places sit out in the next edition or a PQR like in NVSC, but Im against this.

Bigger semis make the quality in the final higher and thats why I like them.

Maybe, have such relegation system. For the participants that NEED to be lost, you can do this. 

Sum up total points received by each country over say 3 editions or even longer. The lowest ones, will have to sit it out (me being one probably ) if that don't work, calculate by user.. regardless of what country they had, even if worldwide. If you do get relegated, being fair you must be allowed to return the next edition.

Otherwise, like Franck said, a PQR.. 
I know this won't get a load of support but it's what I think of, and I have similar situation - my contest's limit is 43, we don't know what to do if this goes over, but it seems to be under control so I can understand

Just set the limit at the number you want and make it so the first people get a country?
