Also, just my opinion: Washington, D.C. is actually its own political entity since it's a federal district (formally known as the District of Columbia). It's not affiliated with any state since it was built "at a neutral site, not giving favor to any existing state," (quoted from Wikipedia) even though 3/4 of the district is surrounded by . I think the district can send its own representative since it has enough people to do it. I mean, the entire district has more people than Wyoming and Vermont. en.wikipedia.org/wiki/U.S._state#Possible_new_statesAlso, can Guam participate, too? Thanks for your opinion. It thought about it too and I decided on Puerto Rico and the US Virgin Islands because I have seen them more in contests than Guam or flagnorthernmarianas the Northern Marianas for example. Maybe in a later edition other territories join the contest. The District of Columbia will stick for now with Maryland. It may get a right to participate on its own in a later edition.
