But who choses the songs? You alone??? For this edition Yes, because I want the edition to start before my final exams. In later editions I will take suggestions from other users for states that they don't represent.

That's totally unfair. 2) You might chose songs that we intended to send in future editions, so we wouldn't be able to use them after. That's totally unfair. 3) I don't want to send double votes for each semi-final and for the final. That would be a lot of work for almost nothing with all these random votes that you want to add.

Okay, first of all, I don't have 49 songs for me. I am providing songs for states that don't have a HoD in this contest because it is frankly impossible to make an edition of a contest with only 4 (in words FOUR) participants. Secondly, that is a risk that can appear literally with ANY other person sending ANY other song that you MIGHT want to use. Thirdly I don't add all these random votes. I am adding ONE set of random votes by random.org, ALL the other sets of votes are coming from the participants of this contest. States that are not represented by a member of the forums are NOT receiving any sets of votes and yes, it might be a lot of work but if I receive just one set of votes from each voter the chance of multiple countries getting 0 points and countries getting the same scores is way too high to be credible in my opinion. And like Jens said, if you don't like the system you don't have to confirm for the next edition and you can always ask random.org to vote for you if you don't want to vote yourself.

I know that I have similarities now with 50 States of Song, but in the future I thought of expanding the contest into Canada and Mexico, if this format is working. They were the ones that didn't quite line up in this area to make nice regions, so they didn't really have another possibility. I found this map that could work: We could also create a fifth zone by spliting the South in two parts because its population would be too big: - Texas, Oklahoma, Arkansas, Louisiana, Alabama Tennessee and Kentucky would form the new South region; - other states would form the Atlantic region. In terms of population, we would have: - 54,8 M people for the South; - 71,9 M people for the West; - 66,9 M people for the Northeast; - 55,4 M people for the Midwest; - 63,5 M people for the Atlantic region (including Puerto Rico). The most logical choice for external territories would be West but we could also associate them with South (the lowest population). If we had Mexico and Canada, we could also create regions in them. For Canada, I would associate Québec and the other eastern provinces (Newfoundland and Labrador, Prince Edward Island, Nova Scotia and New Brunswick). I would also add Saint-Pierre-et-Miquelon, a little French territory near Newfoundland. In this area we would have most of the French speaking people (even if French is also spoken in Ottawa). So we would have two Canadian regions: Nouvelle-France and Hudson Bay. For Mexico, we could also create two regions of around 60 M people each but I don't know how exactly. I think that Gilberto could help us more.
We can see that Canada would be disadvantaged by its population (the whole country has only 35 M people). The solution would be to allow only one host for each Canadian region and up to four hosts for each Mexican or American region (so the theorical limit would be 30 hosts). Of course we could have a situation with four hosts in a region and only one in another one but the population of each region is quite the same so they should be as attractive as each other. Each host could pick up singers from any state of his region - or it would be a run for California in West, for Texas in South... The singers chosen would not represent states anymore, but cities they are related too (in case of we had two singers from the same state so we could have Katy Perry representing Santa Barbara and Gwen Stefani representing Fullerton for example). Of course, each singer could be used only one time per contest. If the number of hosts is too low, each of them could propose a second song and we would manage to have ROTW votes. For this edition, I recommand you not to create your big semi-finals and to let each of us propose one or two more songs for our region. You wouldn't lose time because we could do that during the time you intended to organise your four semi-finals.
