RULES GUIDE

I. Participation Rules
1. You must have an account in the Song Contest Forums to compete.
2. Users can join the contest with any of the available free states.
3. Currently, all states may be claimed under the first come first serve system.
4. Once you claim a state, you will become its HoD (head of delegation) until you decide to withdraw from its delegation in the future.
5. Each HoD can only participate with just one state.
6. In order to compete in or withdraw from an edition, the HoD must confirm their intentions within the deadline.
7. Failure to present the entry within deadline will result in the disqualification of the state.
II. Artist Rules
1. Borrowing is not allowed. The act must have a connection to the state they're representing.
2. SOLO ARTISTS:
a. For Australia and New Zealand, a solo artist must have a strong connection to the country. This means they must either:
- be a native of the country
- have at least one parent from the country
- be currently living in the country
- have lived in the country for several years
b. For other states, how strong the artist's connection to the state must be will depend on the prevalence and preferability of the state's music industry.
3. GROUPS and COLLABORATIONS:
a. For Australia and New Zealand, groups and collaborations can represent the state if at least 33% of members or a "main member" follows the rule of II-2a.
b. For other states, how strong the group's connection to the state must be will depend on the prevalence and preferability of the state's music industry.
4. Acts must be at least 16 years old during the submissions period.
5. Acts must be alive during the submissions period.
III. Entry Rules
1. Songs from the (Junior) Eurovision Song Contest and the American Song Contest are not allowed. Disqualified or withdrawn national selection winners are also not allowed.
2. Except for Australia and New Zealand, songs from Eurovision national selections are allowed as long as they didn't win.
3. Entries can be selected internally or with a national selection.
4. Songs can be in any length and language.
5. RELEASE DATE:
a. Australia and New Zealand must send songs released on or after 1 January 2015.
b. Other states can send songs released in any date.
6. Songs that have charted worldwide are not allowed.
7. Official covers and remixes are allowed as long as they are not of worldwide hits.
8. Instrumentals are allowed.
9. The council reserves the right to reject an entry promoting hate speech, extreme propaganda, or any other message that is deemed unacceptable.
10. The council reserves the right to reject songs that have been overused in other song contests, especially in the past year.
IV. Voting Rules
1. The voting style depends on the number of participants. The standard Eurovision style if 11 or more states compete; or the Melodifestivalen style if 8-10 states compete.
2. It will usually take 7 days to vote.
3. In case a tie has occured, a countback on whichever state gets a higher amount of 12 points, then 10 points, then 8 points, and so on will be used as the tiebreaker.
V. Warning Rules
1. Misbehaviour or failure to respect any rule will lead to warnings.
2. Warnings are given for various reasons:
a. failure to confirm or withdraw within deadline (15%)
b. failure to submit an entry within deadline (15%)
c. failure to vote in any required event within deadline (25%)
d. cheating/attempt of cheating (50%)
e. voting during deadline extension (10%)
f. other small rules deviations (5%)
3. Users are forced to withdraw from the contest for one edition once they reach 100%. They can join the contest again once the ban is lifted.
4. Users banned for cheating will not be allowed to participate anymore.
