RTP showed the 2013 show.
They don't have to worry about getting privatized, another reason they didn't participate. They hope to return soon.
Jon Ola Sand is going to try and get them to come back.

 Portugal and  Luxembourg most likely  To debut? Maybe  Liechtenstein &  Kazakhstan but it's not sure.. I'm fine with three returns and no withdraws   Poland along  Czech Republic and  Slovakia would be perfect to return, but they haven't got any intrest in ESC, apart from lack of founds and success  |

I also think that even if  Israel will withdraw, no other islamic country will apply for the contest.. |
