As the rules say that I must send the artist to the council for an application, does have to be the same for an artist who is selecting their song trough a national selection?

I thought about a "rule" that would be only on when the ESC national selections are on, so to avoid the "Running" case I think songs that qualify for the final round shouldn't be used until the winner is clear, so songs that are eliminated in the semi final could be chosen firstly (but in  Sweden's case no adra chansen songs or in  Hungary's case the songs that qualify from their respectful heats are not allowed). I think that would lower the chance of choosing a song that has a pretty high chance on winning the selection  |
