Here is the official Northvision rulesbook for songs.
Selection Methods:
In NVSC you can select the song that will represent your country via National Selection or Internal Selection.
National Selection:
Each national selection in every country can be held in every possible way. The Head of Delegation selects the number of songs that have to take part in it, the numbers of rounds, the format and the voting method. All the artists have to be from the respective country or at least to descend from there by one of the parents. However, singers who tried for, or took part for that country in ESC can represent it in NVSC. (eg. Vanilla Ninja for Switzerland). Every 9 native acts, there can be 1 foreign act so that if there are 20 participants in a NS, 2 have the possibility to be from outside the borders of the country. Read the foreign acts’ section for more information.
Internal Selection:
A broadcaster can select the song that will represent its country via internal selection, which means that one singer/group will be directly selected to take part in the contest. Unlike for the National Selections, if a singer is selected via Internal method, he/she must be totally native from there and absolutely no foreign acts are accepted. Groups that broke up can be sent to the contest.
Foreign Acts:
The foreign acts will be accepted only if they’re selected via NS. They can be from everywhere in the world, excepting the banned artists list, which you can see at the end of the post. There are two cases:
- If the foreign act comes from a country which is taking part in NVSC, the HoD must ask the other one if he can use it in his selection, and then request approval from the NBU Council. If both answers are „yes“ then it is accepted.
- If the foreign act comes from another country which is not taking part in NVSC, the HoD must directly ask the NBU Council about its use. The arguments for this option will be however more strict towards countries like Canada or the US in order to promote originality in the contest.
PLEASE NOTE: Singers that descend from a country for more than 50% of their blood, aren’t considered anymore foreign acts, however they must be selected via National Selection.
Micro-Nations and Borrowing Countries:
Micro-Nations:
The table provides you a list of the Micro-Nations of NVSC and the countries they can borrow from. For example, Luxembourg can internally select a Belgian artist without needing to afford a National Selection.

PLEASE NOTE: These nations CANNOT borrow musicians who have descent from the country they are borrowing from.
Example: Ariana Grande is from USA, she has Italian descent. She CANNOT compete in a San Marinese NS. Only in an Italian selection. If she sings featuring a purely Italian musician, then it is accepted. Then, if the nation you borrowed from wants your singer, then they can take it. They have first dibs for obvious reasons.
Countries with a strong musical relation:
In Europe there are countries that have a strong musical relation, and this means they have similar music industries or the same official language, therefore they can borrow from eachother, but only once every 5 editions and via national selection. Also borrowed songs can only participate when at least 50% of that respective National Selection is native (foreign acts not counted). Those countries are:

PLEASE NOTE: If the nation you borrowed from wants your singer, then they can take it. They have first dibs for obvious reasons.
The borrower countries however can't take songs which were high in charts.
Banned Musicians:
The ones written below can't represent a country as a foreign act unless said otherwise.

- P!nk
- Nicki Minaj
- Rihanna
- Taylor Swift
- Katy Perry
- Ke$ha
- Britney Spears
- Jennifer Lopez
- Lorde
- Samantha Jade
- Kylie Minogue
- Pitbull (Unless he's singing with an European singer)
- Shakira (Except for Spain)
Also, any dead musician cannot be in NVSC for obvious reasons.
