OSC - Rules

[Llemian]

Here are the rules for The Olympiad Song Contest:

As of OSC 48

OBU COUNCIL
Llemian  europezgal08

Rules
1. You can't send JESC/ESC Songs.
2. The artist can only perform for one country per edition.
3. The artist can only represent a country by CLEAR heritage with evidence/proof.
4. Acts and all band members must be over 18 years old (Check rules for JOSC age limits).
5. 50%+ of the band/group/collection has to be from this nation. 
6. Top 6 from the previous edition must keep their country or withdraw for 1 edition.
7. You need to show that you are an active member of the forums to join.

Song Eligibility
1. ALL eurovision national selection / borrowing songs must be sent to all OBU council in a PM for approval.
2. ALL songs above 3 million views must be sent to all OBU Council in a PM for approval.
3. NVSC wikia and language sung / used through media will NOT be a justified reason for heritage.
4. Clear evidence must be available if heritage is in doubt, (no exceptions)
5. Covers MUST be approved first to check for eligibility.
6. Songs from previous OSC national selections ARE ELIGIBLE to be re-used.

Voting

1. Voting in ESC style.
2. Non-voting per Final/Semi Final is 1 strike. 3 strikes: Ban for 1 edition.
2.1 a 4th strike after this is a permanent ban. 
3. Everyone MUST vote within the deadline
4. Not voting will result with your country being disqualified from their semi final
4.1 or you will lose your country if placed in the top 6

National Selection Rules

1. Poll, recap or open voting are acceptable formats.
2. Can only be performed for the edition after the running edition.
3. ALL songs & acts must be sent to OBU Council in a PM for approval.
4. Songs from previous national selections ARE ELIGIBLE to be re-used.

*Borrowing Rules*

1. The following countries in the list below are eligible to compete and borrow singers.
1.1 If the country is NOT in the list then it CANNOT borrow.
2. The act/singer must comply with the rule that follows that nation.

3. All borrowing singers/act must have limit of less than 1,000,000 views on a song to borrow.
4. Borrowing acts must be 100% native to the country. (Eg. San Marino can borrow Annalisa but cannot borrow Lady Gaga)
5. All countries borrowing must have their song approved by MBU.

May I say that you could well add New Caledonia to the eligible countries: it has 258.000 inhabitants and an ISO code, so I think you can't say it doesn't meet the criteria you stated earlier in the confirmation thread. (It is not really a mini state, is it )

And what about Western Sahara?

Criteria from Edition 27 was difficult but It just doesn't seem ideal to accept every single location if no one is going to continuously using them. 

Western Sahara is a territory but no one would ever use it frequently and same to New Caledonia. 

The countries in the list are there either they are an independant nation or they appear frequently in contest in the forums or are nations that will have frequent use.

I would use them though (Otherwise I wouldn't have asked).
The frequent use argument is not really valid. It is subjective, I've never seen anyone outside me use or , and I can't really say that , and are frequently used as well, while Western Sahara is quite frequently used in AfricaVision.
BTW, you're missing one very small independent state as well 
And if you block a nation because it is not yet used a lot it never will, which is unfair I think.
What would be the difference between Nauru staying unused for dozens of editions and New Caledonia being unused for dozens of editions?
Furthermore, continuous use should not matter in a contest in which no nations are reserved to players, and everyone can take any eligible country at any edition.

I can understand size and lack of an ISO code as arguments, that is a clear yardstick to measure eligibility, which was a great improvement imo.
What I don't get is that the criterium changes as soon as I find a nation matching the criteria sketched before which is not on the list as is.
I would like a black and white criterium for eligible countries, instead of a list which is selected on subjective criteria.

An example of this would be:

Eligible are:

a) All independent countries
b) All territories with at least (insert number) inhabitants that have an ISO code

This would make it clear for everyone, and would save us the endless going round and round over certain countries
