The 3 countries that failed to vote in their semi final ( agni kalincho & barovka (sometimes inactive) ) can also vote if they want to but their strike point will not be removed.

Talking about the strikes list: Wasn't Slovakia taken by a new user? I only see Jozef there.

It was a non-forum user and we knew they wouldn't stay in the contest for long. They also didn't get any strikes. So there was no point in adding them.
