RULE CHANGES INTRODUCED IN THE 14TH EDITION!On a meeting of the NBU Council, it was decided that the fourteenth edition of North Vision Song Contest will see a few new rules becoming introduced. They are as follows:
• The 'Big 5' will turn into a 'Big 6'. On the NBU meeting, it was finally decided that the 'Big 6' will consist of the same countries in every edition: Azerbaijan, Denmark, Faroe Islands, Norway, Sweden and the previous winner. This was decided due to realism.
• The pre-qualification round will no longer exist starting from the upcoming edition. Instead, the bottom 5 of each semi-final will be forced to withdraw in the succeeding edition.
• Every user that ends up last in the semi-final will be forced to withdraw and give the country to a person on the waiting list. This becomes introduced to give the waiting list users more fair and more balanced chances to participate in the contest. Users that lost their countries can sign up on the waiting list again.
• Previously entries cannot have been published after 2000. This will be changed to 2010. • In addition, selected entries (announced entries, announced national selection songs) cannot have participated in any other online contest before. If a song was detected to have participated in a contest before, it gets disqualified. • Also, songs that have been in "charts" in at least 5 different countries are no longer accepted to participate (unless the chart success appears during or after the selection/edition).
• If a user fails to vote in any occasion, (s)he will receive a strike and be not able to participate in the succeeding edition.
• Votes are no longer being accepted if one of the following details are missing: Jury results (full ranking), Televoting results (full ranking), Combined results (full ranking), [final: spokesperson, location, spokesperson text].

Major changes in the rulesbook
After the NBU April's Fool joke last night, we can confirm that there will be indeed some rule changes regarding the format of the competition, including a small "revamp" of the current NVSC Rulesbook. All the changes/improvements include: - The removal of the "Countries with a similar music industry" section of the rulesbook -
After scandals and arguments between the broadcasters' HoDs, it was decided that Greece & Cyprus; Moldova & Romania; Montenegro, Bosnia Herzegovina & Serbia are no longer allowed to borrow artist from eachother. This is to promote fairness in the contest, as the rule was originally created to help relatively small countries, not big ones. This means: if Romania wants a Moldovan artist*, he/she must compete in a National Selection as a regular Foreign Act. *The scenario is fictional. - The removal of the "Banned musicians" section of the rulesbook -
The NBU members found the respective section really disused and obsolete, as all the foreign acts must be approved anyway before competing in a National Selection. - The introduction of a rule regarding the board activity -
Recently the NBU has received complaints about some users' reduced activity, which often puts the contest's running time in danger. Assuming that the waiting list people are more active on the forums/NVSC board than some of the actual HoDs, it was decided that: - If in the latest three editions an user's activity has been really low and/or- If an user fails to confirm/withdraw/submit a song,
The broadcaster and the player will be forced to withdraw from NVSC, and consequently, the user would have to sign up on the waiting list again. The country will be given to the first person on the waiting list. Exceptions are made for detected internet problems, but it is HIGLY recommended to write a post in case an inactivity time (due to various issues) is expected. Please note, the standard active player writes more than about 10 posts in an edition's time on the whole NVSC board. You can additionally host National Selections, review songs in the confirmation threads, vote in the official Sneak Peeks or just post reactions to the results. - The revamp of the banning conditions -
From now on, people who cheated repeatedly in the voting will be banned forever, without the possibility of ever rejoining the waiting list. After receiving three strikes (for other reasons than "cheating"), the player will be just kicked out of the contest, instead of being banned for five editions. This was changed to keep a better overview of the blacklist. The player can then sign up on the waiting list again. Standard strikes will be given (as always) for failing to vote in one of the official NVSC events ( Including PQR for the Pre-Qualification contestants - which means the participating players won't be automatically disqualified if they fail to vote in the PQR, but they would just get a strike), cheating in a National Selection (in this case the country would also have to withdraw for one edition), failing to ask for a foreign/internal act approval, and other actions that might put the contest's safety in danger. You can see the new full rulesbook here. Please read it carefully.

Changes in the Rulesbook: Part 2
As more and more people from the Waiting List join the contest being co-HoD and end up being more active than the original HoD, NBU has decided to introduce tasks that are not official unless the original HOD does them. And these are: - Confirming participation or withdrawal in the contest - Asking for approval of an Internal selection or Foreign act - Sending the official votes of the country in the (semi) final.Additionally, Co-HoDs shall not be able to do replacement votes as they always have 50% of their country's votes. The last press conference between delegations was held right after the final show in Astana, Kazakhstan. All the Heads of Delegations and journalists from fan websites met in the Press Conference Room to discuss about the results and the upcoming edition. Jon Ola Sand, the current official NBU supervisor, made some important announcements regarding the future of the contest. Here they are:
New Heads of Delegation to join the NBU from #16 onwards!
It was officially reported that the current Heads of Delegations of a few countries will resign this year. The people who will take their places are already known to the NBU and they were presented during the winner's press conference.
They are Apostolis, @lolzwut, Jozef and Julian and will lead the NBU broadcasters of Cyprus, Lithuania, Morocco and Austria respectively.
The whole NBU team wants to give a warm welcome to all of the new managers of the various broadcasters.
The "Inactivity rule" criterias were published
It was also announced that the inactivity rule, which was included a few months ago, will have a clear effect from the next edition onwards. The criterias for considering someone as "inactive" were published by the NBU too, and they are mainly based on the number of posts each HoD manages to reach during each edition.
In fact, each member should be able to post at least 8 times per edition, meaning that every 3 editions every player should have posted 24 times. Of course, this amount will be reduced in case the respective user withdrew for one or more editions, and also, hosting National Selections will result in a bonus.
Activity is very important for NVSC: the NBU is working really hard every edition to provide good quality shows and videos, and for that, we need collaborating users and people willing to actively take part in all of the NVSC topics. No Pre-Qualification Round?
During the press conference, it was also pointed out by NBU officials that the Pre-Qualification round might be skipped this time, as it is possible to reach a satisfactory number of participants without having to eliminate a few countries before the actual event. The NBU can only have a clear answer after all the broadcasters expressed their decision regarding their presence at the contest, though.
Stay tuned for more exciting news!

Bidding Phase kicks-off!
Venues all over Denmark could apply to host the upcoming edition of the contest, and now that DR has taken into account all the submissions, the Danish broadcaster can finally reveal the two hopeful arenas that have a chance to host the North Vision Song Contest #15! Check them out:
The Forum Copenhagen is a multi-purpose exhibition center located in Copenhagen, Denmark. The venue has room for almost 10.000 people in the main hall. It has developed audio systems and an impressive number of secondary facilities, including bars, restaurants and fan-shops. The Parken Stadium is the biggest stadium in Denmark and it is located in the capital city as well. The arena has 38.065 seats but can be expanded up to 40.000 for concerts. If the Parken Stadium wins the bidding phase, the teams that are currently using the venue as home ground (Copenhagen FC and the Danish national football team) will be transferred to nearby stadiums.
Whatever the decision about the venue will be, the show will be hosted in the Danish capital city, Copenhagen, for the first time ever.
DR officials will soon meet with the representatives and managers of both concert venues in order to determine which one is the most suitable for a TV show like Northvision, by analyzing aspects such as sound systems and fields of view for cameras. Both of the venues' owners already stated in their submission paper that many elements, from both outdoors and indoors, could be restored in case they get chosen as the official hosts of the competition.
As reported by the national broadcaster, two other venues initially applied for the bidding phase, those being the B&W Hallerne in Copenhagen and the Boxen Arena in Herning, but both of them withdrew later on due to event scheduling problems.
Which venue will host the upcoming edition of the North Vision Song Contest? Tell us your opinion in the official discussion thread here!
